20 AGs Sue to Block Proposed HHS Restructuring

May 07, 2025

Attorneys general from 19 states and the District of Columbia filed a lawsuit on Monday challenging the Trump administration’s proposed restructuring of the Department of Health and Human Services. Under the proposed plan, HHS would consolidate the department’s 28 agencies into 15, and several public health offices would be merged or dissolved. The restructuring also included 20,000 layoffs across HHS agencies, most of which have already taken place.

Led by New York Attorney General Letitia James, the coalition alleges that the Trump administration has violated numerous laws, including the implementation of changes without congressional approval, and disrupted federal support for key public health programs, including disease surveillance and health services for vulnerable populations. James and the coalition asked the court to block the plan and restore disrupted health programs
